Payroll Process Status is Blank in Assignment Process Results and Cannot View Statement of Earnings (SOE)

When attempting to view the assignment process results for one employee, the 'Status' is shown as blank. Now, when trying to view the SOE, message or run results, the following error occurs:

APP-PAY-06202: Cannot view results when status is incomplete or error.

The issue can be reproduced at will with the following steps:
1. Run Payroll Process
2. Navigate: View > Assignment Process Results
3. Attempt to view SOE or Run Results and get error
