Symptoms

In Purchasing Buyer Work Center when using the Update with Excel feature, concurrent program Purchase Orders Spreadsheet Import fails with the following error :

Error
Loading from XML file /oracle/apps/fnd/framework/svc/oracle/svc/description/server/DomainValueSetDescriptionsSVO.xml
Rollbacking the transaction on Exception at runProgram: Attribute Mapping not found for: OrgId

Steps to reproduce

1. Prepare excel sheet
2. Navigate to Buyer Work Center > Orders
3. Use Update with Excel feature to import PO data
4. Error prompt
