Symptoms
On 12.1.3 version in Oracle Advanced Benefits,
When attempting to enter an amount within the range of coverage for a new plan for Open Enrollment (effective 01-Jan-2015), the following error occurs:
ERROR
Row 100 Error - Incorrect format for Number unit of measure.

STEPS
The issue can be reproduced at will with the following steps:
1. Go to responsibility Employee Self-service and select the Benefits function.
2. Access the Update Benefits: Update Enrollments page and make an enrollment selection within the range of coverage.
Error occurs.
