TooManyObjectsException when using User Defined Mileage Rates

Following error is shown when tring to create mileage policy with additional rules
oracle.job.TooManyObjectsException: JBO-25013: Too many objects match the primary key oracle.job.Key[6076374 null].
Steps to reproduce
1. When creating a mileage schedule, Selected Additional rates
2. The first time go into Additional rates there is only two selected
After go to details and come back it shows duplicates
3. Attach the policy to the template
4. Create expense report and receive error when try to enter mileage line.
