When Bringing Up The EBS Apps Login Page, A Blank Page Is Returned (Doc ID 1943995.1)

When bringing up the Application login page, a blank page is returned. The log for the oacore server shows:

Caused By: java.lang.Exception: java.lang.RuntimeException: Unable to create user session. Please contact your System Administrator.
