On : 12.1.3 version, Quality Management Specifications

ACTUAL BEHAVIOR
---------------

Formula Security is being.

The user does not have formula security access to organization XXX, however, they can still update Specification in that organization. It is expected that this should be prevented. .

EXPECTED BEHAVIOR
-----------------------

They expect that this user should not be allowed to update to update the specification based on OPM Formula Security.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Enable Formula Security
2. Try to amend a specification in an organization that the user doesn't have access to.

Due to this issue, users can modify specifications in organizations that the user doesn't have access to.
