Symptoms

When attempting to upload assets via Asset Integrator/ADI, lines that contain duplicate tag numbers do not error at uploaded rather load to Prepare Mass Additions and get stuck there with:

APP-OFA-48285:  TAG NUMBER already exists.  Please enter a new value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create ADI Spreadsheet that contains lines with same Tag # that already exist either on a current asset or with in the Prepare Mass Additions table (fa_mass_additions)
2. Upload with Create Assets selected
3. Review FA and find assets did in fact upload but posting did not post lines with tag # that are duplicate.

Expect these duplicate tag numbers to error in ADI Spreadsheet, so they do not get stuck in the Prepare Mass Additions table with the error.
