Symptoms

On : 12.1.2 version, Approvals - Req, PO

ACTUAL BEHAVIOR
---------------
When user is trying to reject a Blanket Release, the user receives a notification stating "Unable to reject Blanket Release".

This same type of issue can occur on a standard Purchase Order (PO).

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to reject the blanket release.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. After performing a reject action on a notification the user receives an For Your Information (FYI) notification stating:

Unable to Reject Blanket Release ####/###

2. After receiving the notification, the Release Status shows Incomplete, On Hold

3. The Workflow Status shows something similar to the following (the case below would be representative of a PO, but Release activities would be similar):

Unable to Reject Document Reject PO
...
Reject The PO Reject PO No
Start Reject PO
Reject PO PO Approval Process Invalid Action

4. The PO 'In process' stucked in :
Process: REJECT_PO_PROCESS
Function : PO_REQAPPROVAL_ACTION.REJECT_DOC => Invalid Action
