Send Dunning Options Failed for Pre-Delinquent Notices in the Strategy Tab (Doc ID 1945006.1)

When processing strategies for pre-delinquent customers, and trying to use the 'Send Dunning' button for a completed work item, the following error is shown on the screen and the letter is not sent

APP-IEX-240253: Your correspondence request has failed

Steps to Reproduce:
: Collections Agent
: Collections
Assign a strategy to a pre-delinquent customer, and try to use the 'Send Dunning' button on the strategy tab for a work item
