R12: AP: The WHO Column on All Supplier Sites Were Updated While Updating One Site's Info Using API (Doc ID 1945384.1)

Symptoms

When updating supplier site attributes (e.g. VAT_CODE) using API (AP_VENDOR_PUB_PKG.Update_Vendor_Site_Public), the WHO columns in AP_SUPPLIER_SITES_ALL table of other supplier sites associated with same address also gets updated, though none of the address attributes are modified.

Example:

Data in table ap_supplier_sits_all before update: LAST_UPDATE_DATE of two sites are different.

Data in table ap_supplier_sits_all after update the VAT_CODE of VENDOR_SITE_ID:24125 to "AP_5%":
LAST_UPDATE_DATE are updated to the same.

Expected Behavior:

Only intended supplier site WHO columns are modified.
