Unexpected Fiscal Party Tax Classification Appearing for Some Customers in Party Tax Profile (Doc ID 1945484.1)

Symptoms

On : 12.1.3 version, Receivables Uptake of EBTAX

After creation of Fiscal Party Classification  of type CUSTOMER_CATEGORY, an unexpected  update of  Party Tax Profile occured with this party classification for some customers that were not setup with this Fiscal Party Classification.

For Example:
You have created a new customer, and the Party ID matches with a party tax Profile ID, then it gets assigned the fiscal classification code = CG_EXEMPT to the Profile Tax.

Steps to Reproduce:
1. Create a Fiscal Party Classification of type CUSTOMER_CATEGORY
2. Attached the  Fiscal Party Classification to the appropriate customer concerned by this Fiscal Party Classification.
3. When checking some customer, for whom previous setup was not done, you can see the Fiscal Party Classification is showing up in their Party Tax Profile page.
