Not able to update Pricing Security using the Oracle Pricing Administrator Responsibility

Error Page
You have encountered an unexpected error. Please contact the System Administrator for assistance.

No buttons for "Express Create Privilege" to create a privilege for one specific pricing entity or "Bulk Create Privileges" to select multiple pricing entities and create privileges.

ERROR
You have encountered an unexpected error. Please contact the System Administrator for assistance.

STEPS
The issue can be reproduced at will with the following steps:
1. Oracle Pricing Administrator
2. Setup
3. Security
4. Privileges

Click "Express Create Privilege" to create a privilege for one specific pricing entity. Click "Bulk Create Privileges" to select multiple pricing entities and create privileges.
But buttons are missing for Express Create Privilege and Bulk Create Privileges

STEPS
The issue can be reproduced at will with the following steps:
1. Using Oracle Pricing Administrator responsibility.
2. Navigate (N) Oracle Pricing Administrator Setup --> Security --> Privileges
3. Instead of expected page, an error occurs.
