On EBS 12.2.3, Latin American Spanish users observe incomplete translations of text in iSupplier Portal.
Below steps followed for Upgrade plan:
1. Upgrading DB from 188.8.131.52 to 184.108.40.206 as per

2. Applying AD/TXK Delta 5 patches - Pre-req patches for AD/TXK Delta.5 -
<Note 1594274.1> - Oracle E-Business Suite Release 12.2: Consolidated List of Patches and Technology Bug Fixes
<Note 1617461.1> - Applying the Latest AD and TXK Release Update Packs to Oracle E-Business Suite Release 12.2
3. Latin American Spanish is enabled, hence applied the TSP after uploading the manifest as per
