Post Upgrade Oracle Home 10.1.3 With Doc 454811.1, Fails With Unexpected exception accessing BeanDescriptorAnnotationParser

On Oracle Applications R12,
when attempting to start OAFM services after upgrading 10.1.3 Home to,
the following error occurs:

ERROR : Timed out( 100000 ): Interrupted Exception

You are running version 120.6.12000000.3

Starting OPMN managed OAFM OC4J instance ...

OAFM Log shows the below error:

WARNING: EJBUtils. Unexpected exception accessing BeanDescriptorAnnotationParser.parseApplicationExceptionAnnotation(EJBPackage, Class): oracle.classloader.util.AnnotatedNoClassDefFoundError:

 Missing class:

Dependent class: com.evermind.server.deployment.J2EEContextAnnotationParser
  Loader: oc4j:10.1.3
  Code-Source: /oracle/TRNG/apps/tech_st/10.1.3/j2ee/home/lib/oc4j-internal.jar

The issue can be reproduced at will with the following steps:
1. Upgrade Oracle Applications 10.1.3 Home to
2. Start the OAFM services.
3. Review the oafmstd.out file.
