On 12.2.3 version, Customer Support Specialist

Unable to submit Charges for a service request from Agent Dashboard:

Error received:

You have encountered an unexpected error. Please contact the System Administrator for assistance.

oracle.apps.fnd.framework.OAException: java.sql.SQLException:
ORA-01407: cannot update ("CS"."CS_COST_DETAILS"."LAST_UPDATED_BY") to NULL
ORA-06512: at "APPS.CS_COST_DETAILS_PKG", line 273
ORA-06512: at line 1


Steps:

- Login via Customer Support Specialist
- Create/Find SR.
- Open Charges page for the SR
- Create an estimate line for a service activity code that has the Costing flag enabled.
- Copy the estimate line to Actuals
- Submit the Actual charge line

=> Error is received.
