Trading Community Architecture (TCA) Business Event Are Not Triggered for Sites Linked to Multiple Operating Units

Using business events to trigger interfaces to transfer customer data from EBS to Oracle Sales Cloud (OSC).
Business event oracle.apps.ar.hz.CustAcctSite.update is not triggering any transactions in the following scenarios.
1. Multiple account sites are created based on a single location/address in different Operating Units.
Any one account site is inactivated.
This inactivates all account sites for that address.
Business event raises only for account site even though all account sites are inactivated (updated).
Client has the same party site number - three same party site id's exist in hz_cust_acct_sites_all table.
Only the business event for the first site gets raised, even though the other two sites get inactivates.
There should be three rows instead of one row.
2.Business Event does not trigger when account site is activated (restored).
Restore - business event does not get stored.
