Nonrecurring Elements are Missing from Canadian Payroll Archiver and Resulting Documents when Employees have Multi Assignments (Doc ID 1947412.1)

When running Payroll for employees who have multi assignments, non recurring elements don't get archived correctly.
Due to this issue, Employees don't see the correct information on their payslips and payments.
YTD figures on this element are not noted, and it then seems as if the element was never paid in the year.


The issue can be reproduced at will with the following steps:
1. Create multi-assignment employee with non recurring earnings element attached for only primary assignment and not for Secondary assignment.

2. For 1st payroll period,
   For Primary assignment, Run QP, Prepayments, Canadian Payroll Archive.

3. For Secondary assignment,Run QP, Prepayments, Canadian Payroll Archive
   Note that Non recurring element is archived for primary assignment and
   not for secondary assignment as expected.
