Create Releases Request Fails for All Requisition Lines if One Of the Lines Is Invalid to Create into a Release

'Create Releases' request restricts all the requisition lines to release if one of the lines falis to create into a release.
When there are more than one requisition lines attempting to create release together, and one of the requisitions line is associated with a fully released BPA,
the request will error out with below error message and without processing other valid requisition lines.
The releases are not getting created for the requisition#(Line#)since total release amount must be less than blanket #agreement amount limit.
The issue can be reproduced at will with the following steps:
1.There are several requisitions created and one of the requisition line is associated with a fully released BPA.
2.Run the request "Create Release" to generate release for all the requisition lines, it will error out with below information in the log fie:
The releases are not getting created for the requisition #(Line # ) since total released amount must be less than blanket #agreement amount limit.
3. Go to Purchase Orders Summary form and find that none of the requisitions are created into release successfully.
The expectation is that Create Releases request should skip the invalid requisition line and continue to pick up and process other valid requisition lines.
