Symptoms

On : 12.1.3 version, Budgeting & Forecasting

When attempting to select a project shortcut like "Edit Revenue Budget in Excel" users encounter the following error. This error is occurring for alll users and responsibilities and on all projects. occurs.

"Edit Revenue Budget in Excel) they get the following error: You have insufficient privileges for the current operation. Please contact your System Administrator."



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the application and navigate to the Budget SSWA screen
2. Click on the Edit Revenue Budget in Excel shortcut
3. Error is encountered
