When creating an Approver Group, the search query for an Approver when Approver Type is FND USERS
does not return the expected results. It does return some FND USERS, but when searching for particular
users, they are not always available in the List of Values (LOV).

When searching for the SAME users under the Approver Type 'HR People', they are available in the LOV.

What determines which user names are returned for the Approver Types 'FND Users' and 'HR People' when creating or modifying an Approver Group in AME?
