Unable To Tab Out Of "Start Serial Number" Field In Shipping Transaction Form For Internal Sales Orders

On : 12.1.3 version,
In Shipping Transaction form after querying delivery detail and selecting Serial Numbers form from Tools menu. are unable to enter Serial numbers for delivery details against an Internal Sales Order.
The serial numbers are displayed in the LOV "Start Serial Number", but user is then unable to tab out of the first field "Start Serial Number" and cannot select "End Serial Number" . "End Serial Number" field is greyed out.
Cannot find any information for the given organization
Cause: No information can be found in inventory parameters tables for the given organization
Action: Please give the organization ID or the existence of information about the organization
Debug log contains below exception

The issue can be reproduced at will with the following steps:
1. Responsibility : Oracle Order Management Super User
2. Navigate to Shipping >Transactions > Tools >
3. Enter serial number in Start Serial Number field and try to tab out
4. Error is raised
