Unable to tab out of "Start Serial number" field in shipping transaction form For ISO Orders (Doc ID 1949563.1)

On : 12.1.3 version,

In Shipping Transaction form after querying unable to enter Serial numbers for delivery details against delivery details of an Internal Sales Order
The serial numbers are displayed in the LOV "Start Serial Number" but user  is then unable to tab out of the first field "Start Serial Number" and cannot select "End Serial Number" . "End Serial Number" is greyed out.

Debug log contains below exception

The issue can be reproduced at will with the following steps:

1. Responsibility : Oracle Order Management
2. Navigate to Shipping
3. Transactions > Tools >enter serial number in Start Serial Number field and try to tab out
