Unable to setup Item Orderability Rules By Region (Doc ID 1949579.1)

Symptoms

On : 12.1.3 version, Item Usage

ACTUAL BEHAVIOR
---------------
Find Item Orderability rules based on Regions rule does not prevent item from being ordered.
User is able to save and book the order.

EXPECTED BEHAVIOR
-----------------------
Expect when the order is entered for a customer which region does meet the Region rule, it should error out.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Regions and Zones for Country: CA and US
2. Setup Item Orderability with Regions Rule level, referencing CA and US regions.
3. Enter a new order
Address is associated with country of Taiwan
4. Enter order line for item: 2200-37166-0
5. Save and book the order.
