WIP Discrete Job Entry Ends In Error (Doc ID 1949842.1)

When attempting to create a discrete job,  the following error occurs.


APP-FND-01564: ORACLE error 6550 in wilmeb
Cause: wilmeb failed due to ORA-06550: line 1, column 114:
PLS-00302: component 'GET_LOCATOR_CONTROL_CACHE' must be declared
ORA-06550: line 1, column 100
PL/SQL: statement ignored

The SQL statement being executed at the time of the error was: and was executed from the file


The issue can be reproduced at will with the following steps:
1. Create discrete job, enter data and save
2. Error appears
