On 'Enhanced + Wage Accumulation', City PSD Subj Whable And PSD Subj Whable Balances Are DOUBLED When Assignment is Marked City Exempt

While testing using the new 'Enhanced + Wage Accumulation' tax interface, it was noticed:

The City PSD Subj Whable and PSD Subj Whable balances are being doubled for a number of people. These people have a PA residence, but work outside of the
country and are marked Exempt for all taxes, including City.

Expect PSD wages to accumulate correctly.

The issue can be reproduced at will with the following steps:
Switched from the 'Enhanced' tax interface to the 'Enhanced + Wage Accumulation' tax interface.
Employee has assigned work location of PA address (but works outside country)
Residence address is PA
All exemptions are marked: Federal, State, County, City
The issue is occurring with 2014 balances, specifically starting in July of 2014 as this was the first payroll run after switching to the 'Enhanced +Wage Accumulation' tax interface.
View Tax Balances:  
   Resident PSD is correct
   Work PSD is correct
   But PSD balance shows the doubling: City PSD Subj Whable and PSD Subj Whable balances
