Customer Site Profile Form (JLZZTCAC) Does Not Update Customer Site Profile (Doc ID 1949904.1)

Symptoms

On Oracle E-Business Suite, 12.1.3:

You are attempting to insert a new record on the Customer Site Tax Profile window.
The JL_ZZ_AR_TX_CUS_CLS_ALL table is inserted with the data entered and the GLOBAL_ATTRIBUTE9 field in HZ_CUST_ACCT_SITES_ALL is updated to 'Y' for that specific Customer Site.
But, if all records are deleted on that form, the JL_ZZ_AR_TX_CUS_CLS_ALL table is empty and the GLOBAL_ATTRIBUTE9 field in HZ_CUST_ACCT_SITES_ALL is not updating to 'N' for that specific Customer Site.

Steps to Reproduce:
Responsibility:  Receivables with Latin Tax Engine enabled
Navigation:  Localization > Latin Tax > Customer Site Profile
1. Query a new customer
2. Enter and save data for that customer
3. In SQL*Plus, review table hz_cust_acct_sites_all and observe global_attribute9 = Y (select global_attribute9 from hz_cust_acct_sites_all where cust_acct_site_id = &site_id;)
4. Exit from the form
5. Go to Localization > Latin Tax > Customer Site Profile
6. Query a customer (same customer on step #3)
7. Delete all the data
8. Again review table hz_cust_acct_sites_all and observe global_attribute9 still = Y (select global_attribute9 from hz_cust_acct_sites_all where cust_acct_site_id = &site_id;)
9. Exit from the form
