Symptoms

On :  12.1.3 version, Funds Check

Funds check returns 'Budgetary control failed due to incomplete transfer of data' after upgrade.

After Upgrade to R 12.1.3 the result of the funds check in PA for all projects is 'Budgetary control failed due to incomplete transfer of data'.  This worked without problems for the same projects in R11.
