Trying to Deny Certifications, Errors: APP-BEN-91453: The coverage start date could not be determined (Doc ID 1950048.1)

When attempting to save denying a certification for Spouse Supplemental Life Insurance, the following error occurs:

APP-BEN-91453: The coverage start date could not be determined.

Steps to Reproduce
The issue can be reproduced at will with the following steps:

1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Benefits Service Center and query the employee in question.
3. Select Person Enrollment Action Items from the Desktop Activities drop down menu.
4. Mark the pending Certification as "Denied" and save.
