R12: CE: Cannot Search For NEXT Available Item When Reconciling Bank Statements

On : 12.1.3 version, Reconciliation and Clearing
After applied Cash Management patches 19149948 & 11868015.
Some functionality has been lost in cash management.
For all statements that had been imported before the patch was installed, it is not possible to use the Previous or Next buttons on the available screens for any UNRECONCILED statement lines.
The same works for new statements imported after the patch was applied.
After Patch 19239909:R12.CE.B , The next and previous buttons are now available but the message 'Record must be entered or deleted' is displayed (incorrectly),
so the Next button needs to be pressed twice to move forward one record.
When the Previous button is used 'At first record' is incorrectly displayed and so Previous button needs to be pressed twice to move back one record.
Need to have the Two buttons: PREVIOUS and NEXT, working correctly.
The issue can be reproduced at will with the following steps:
1. in CE responsibility
2. in Bank statement navigation
3. in available button, to query available transactions
Per <Bug 17506440>: If AVAILABLE transactions window has been opened, user
should not be allowed to change the selected record in the LINES window.
