Contract Template Is Not Viewable In Terms - Update Contract Terms is Not Available

Symptoms
On : 12.1.3 version, Contract Printing
For Purchase Orders (PO) created from RFQ which has attached terms, can see the terms do not show in the PO form. However when opening the Author Contract Terms The Details are available inside.
Expect to see the Terms also populated in the PO form
Replication Steps:
1. Create RFQ and attach terms
2. Create PO from RFQ
3. Check terms => Contract Template field is empty. When click Author Contract Terms can see though a contract template it is attached
