After Migrating to R12, the Conditions/Exceptions Defined on the Tax Registration (at Tax Group Level) is Not Working if the Registration Number is Defined at the Party Level (Doc ID 1951725.1)

Symptoms

Conditions defined on the Tax Registration (at Tax Group Level) is not working after upgrade from 11i to R12.

The Customers with a Tax Registration Number (registered at the Party Level) do not have to pay tax.
Still, the Tax is calculated for these customers in upgraded environment (version 12.1.3).

Changes

 Upgrade from 11i.
