When attempting to create Contract Request
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Login into iProcurement
2. Create Contractor request
3. Enter Project information on billing page
4. Get exception - Expect not to see exception, instead display error related to Projects if the project information is wrong
