FRM-41017 Errors On Approving Validity Rules In OPM For Non-Scaleable Formulas (Doc ID 1952930.1)

Symptoms

On : 12.1.3 version, Product Development Validity Rules

After patching, when attempting to Approve for General Use recipe validity rule
the following error occurs.

FRM-41017: Cannot set UPDATE ALLOWED attribute of non-enabled item GMD_RECAP_VAL_RULES.STD_QTY
FRM-41017: Cannot set UPDATE ALLOWED attribute of non-enabled item GMD_RECAP_VAL_RULES.MIN_QTY
FRM-41017: Cannot set UPDATE ALLOWED attribute of non-enabled item GMD_RECAP_VAL_RULES.MAX_QTY


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Navigation - either from Process Engineer responsibility or Formulator
- Go to Recipe
- Select the Org
- Create New Recipe and approve the same (by changing the status from new to Approved for general use). Please note - Formula is not scalable (fixed quantity)
- Click on Validity Rule
- Create the Validity Rule (as production) by adding the Org
- Saving the Validity Rule
- Changing the status of validity rule from New to 'Approved for general use'
- Now getting the error.

Due to this issue, users cannot approve recipe validity rules.
