Business Event (oracle.apps.ar.hz.CustAcctSite.update) is not Being Triggered when Updating Location Address

Symptoms
Business Event (oracle.apps.ar.hz.CustAcctSite.update) is not triggered when updating the address specific details.
When customer address attribute information is updated, the system is updating Last Update columns in HZ_LOCATIONS table only and the same is not happening in HZ_CUST_ACCT_SITES_ALL table.
This was working fine in 11i and not working after upgrading to R12.
Steps
-------
With the various Business Events enabled, update the address details. The details include address lines 1,2,3,4, state, county, city, postal code etc.
The events for CustAcctSite or CustAcctSiteUse are not triggered.
Changes
The events changed after the upgrade to release 12.
