After R12.2.4 Upgrade Found OPMNCTL Missing While Starting Services (Doc ID 1953456.1)

Symptoms

On : 12.2 version, Upgrade related issues

After upgrading to R12.2.4 (Linux) from 11.5.10.2, tried to bring services as part of post tasks (Doc ID 1617458.1 - section 6/6.1 Path A)

Start all Application tier services on the run file system.
$ sh $ADMIN_SCRIPTS_HOME/adstrtal.sh


ERROR

Starting Oracle Process Manager (OPMN) ...
/usr/bin/linux32: /u01/app/appsopmu/fs1/FMW_Home/webtier/instances/EBS_web_OPMUPG_OHS1/bin/opmnctl: No such file or directory

The bin directory (opmnctl) is missing.
$ pwd
<run_filesystem>/FMW_Home/webtier/instances/EBS_web_OPMUPG_OHS1
$ ls tlr
ls: cannot access tlr: No such file or directory
