Can Not Create A Party Level Relationships Between 2 Organizations After Applying Patches

On : 12.1.3 version, Setup flow
When attempting to create a Party Relationship in Contact Center between two parties,
the following error occurs.
APP-AR-96282: Error: Please specify a party of type Person as either the subject or object type for the contact relationship record.
The issue seems to have started applying the following patches:
11719792:R12.HZ.B - JTF_RS_RESOURCE_UTL_PUB.END_DATE_EMPLOYEE: START DATE GREATER THAN END DATE ERRO
12621450:R12.CN.B - NOT ABLE END DATE ROLE ATTACHED TO A SUPPLIER CONTACT HAS PAY GROUP/COMP PLAN
13682589:R12.HZ.B - SYNCHRONIZE EMPLOYEES IS NOT ASSIGNING ROLES CORRECTLY BASED ON JOB-ROLE MAPPING
18045300 - R12.HZ.B.DELTA.4
19709048:R12.HZ.B - Oracle Trading Community (HZ) Patch Collection (September 2014)
The issue can be reproduced at will with the following steps:
1. Go to Contact Center and query a party
2. Switch to Relationships tab
3. Add a new record and try to save. The reported error occurs.
