How does one Create Birth/Marriage Certification Requirement?

You need to make birth /marriage certification required. If employee add a child in self service and update benefits, you want to make them upload certificate .
Is there any way we suspend the enrollment till they provide certification ?
Is it possible to show a message in self service benefits confirmation page that tells employee they need to provide birth certificate if they add a child and update benefit for her ?
