The Default Value for Territory is Different in Two E-Business Suite (EBS) Environments Submitting Requests

This is re-produced as follows:

1. Using System Administrator:
 a. Navigate Concurrent->Requests
 b. Submit a New Request...

2. On Submit Request page
a. Click Language Settings button
b. Language page pop-up

Environment A
It shows:
Language Territory
Japanese  JAPAN

Environment B
It shows:
Language  Territory
Japanese   AMERICA

Please explain why the default value for Territory is different in the two environments?
