ACTUAL BEHAVIOR
---------------
It is possible for an applicant to be allocated checklists and tasks.
If accessed via an SSHR notification then an error is displayed in the SSHR 'Allocate Checklists' screen

Documentation says that checklist functionality is only available for employees

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Checklist created with a LER which will fire for applicant hire
2. hire an applicant and run Allocate Checklists and Tasks Program
