Symptoms


ACTUAL BEHAVIOR
---------------
In Contract Lifecycle Management (CLM), when updating an award, and have not populated required fields,
the system does not recognize that there are missing variables.

For example,  add contract terms > click update variable values >
make sure to NOT populate anything in the variable (leave it blank) and click Apply >
click Validate and the system does not recognize that there are missing variables.

This happens on all variables.

EXPECTED BEHAVIOR
-----------------------
Expect error/warning when required fields are not populated.
 

STEPS TO REPRODUCE
-----------------------
1. Navigate Awards > Awards > Update Award > update Award 123 > Contract Terms >
2. Click update variable values > do not populate required fields Global Value or Value
3. Apply
4 Do not see error about missing required fields.
