Payment Term on Late Charges Tab Will Not Stay Populated after Patch 19796605 (Doc ID 1955071.1)

On : 12.1.3 version, Customers Module

The Payment Term Field, on the Late Charge Tab, in the Customer User Interface (UI) is not staying populated after applying Patch 19796605.

Payment Term field is shown as required, after the patch.
But, when you populate the payment term and save the record, then query the customer back, the payment term is not there anymore and you have the same issue again.
Also, you tried to Uncheck the Enable Late Charge option, but the field is still required and failing.

Late Charge Type is ADJUSTMENT on the Profile Class form.
Payment Term should not be required or even be available on the UI.
This change happened specifically after applying patch 19796605.HZ.B.

Steps to Reproduce:
1) Apply <patch 19796605> HZ.B
2) Create a profile class where Late Charge is enabled and late charge type is 'Adjustment'
3) Create a new customer or query an existing customer.
4) Go to Late charges tab and you will see the payment Term field is required and unable to populate.
