Balance Is Not Accounted As WIP Variance (Doc ID 1956069.1)

Creation of a discrete job, WIP completion and WIP return transactions all in the same period.
Final completion check box is checked and the job status is closed. There was not any transaction for this assembly before.
Due to transactions made on discrete job, WIP balance goes to negative. Since item cost cannot be negative, this balance is not reflected to item cost (which is expected).
