Unable to Edit/Change MAR_STATUS Lookup Value After Upgrade to 12.2.3 (Doc ID 1957415.1)

Symptoms

On : 12.2.3 version, General / Look Ups

ACTUAL BEHAVIOR
---------------
In 12.2.3 the look-up MAR_STATUS is set to System access level and yet in 12.1.3 MAR_STATUS lookup code access level is set to 'User'

EXPECTED BEHAVIOR
-----------------------
Expect MAR_STATUS lookup code access level to be set to 'User' access level as it was in 12.1.3 so it is possible to update and tag relevant values to certain legislations and disable some of the repetitive values such as 'Seperated' and SepARATED'

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. HRMS Manager > Other Definitions > Application Utility Look-Ups

2. Query back MAR_STATUS

3. This look-up is System access level

Upgrade from 12.1.3 to 12.2.3
