Cannot Split The Internal Order Line

Symptoms
On : 12.1.3 version, Transaction Entry
Cannot split the internal order line from Standard Sales Order form, Line Items tab page.
ERROR
-----------------------
You are not allowed to split Order Line because: Line is shipped
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Order Workbench > Order Organizer > Enter Internal Order > Lines Tab >
3. Create ISO for 4 qty and 1 qty got shipped and interfaced and status in the sales order line is showing as Picked Partial
4. Remaining 3 qty i want to split in next line.
5. Splitting is not happening automatically
6. Tried to split manually, but message is getting like "You are not allowed to split Order Line because:
Line is shipped"
