The HZ_LOCATIONS Table Updated, Even When No Changes Were Made on the Front End

Symptoms
On : 12.1.3 version, Locations
The records in the HZ_LOCATIONS table were updated, even when no changes were made in the form.
Steps to Reproduce: Responsibility: Receivables Navigation: Customers > Customers 1. Query an existing customer and click on ‘Bill To’ Site Details 2. Without making any changes/updates, click ‘SAVE’ or ‘APPLY’ The Alert 3 gets triggered. Review the three backend tables (HZ_CUST_SITE_USES_ALL, HZ_PARTY_SITES, HZ_LOCATIONS)
Although no changes were made, in frontend application form, you find that the records in the HZ_LOCATIONS table were updated. Oracle is updating the backend table and the alert is triggered
