Symptoms

On 12.1.3, When submitting a Projects Timecards, the following error is encountered in the workflow and timecard remains submitted with no notification sent to Project Manager:

ORA-06502: PL/SQL: numeric or value error: character string buffer too small
HCAPPRWF.hxc_approval_wf_pkg.create_appl_period_info(HXCEMP, 46134, 246114, RUN, 130 approval style_id=2021)
Wf_Engine_Util.Function_Call(HXC_APPROVAL_WF_PKG.create_appl_period_info, HXCEMP, 46134, 246114, RUN)

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Self Service Time > Create Timecard
2. Create Projects Timecard and submit it
3. Check workflow administrator
