Regular Salary Does Not Process When Regular Non-Worked Earnings Element Entries are Present in the Same Period

Symptoms
Quick Pay or Payroll does not process Regular Salary when Regular Non-Worked element entries are present for processing in the same period. If these element entries are not present, Regular Salary processes as expected.
This issue started after applying the 2014 End of Year Phase 2 patch.
STEPS

The issue can be reproduced at will with the following steps:
1. Prior payroll ran without error
2. Applied Year End Phase 2/Year Begin patch
3. Regular non-worked element entries were entered for the assignment
4. Ran Quick Pay or Payroll Process and Regular Salary does not process

Applied 2014 End of Year Phase 2 patch.
