SS Payslip Produce a Blank Page After Upgrading to 12.1 (Doc ID 1958469.1)

Symptoms

On :  12.1.3 version, Self Service

ACTUAL BEHAVIOR  
---------------
After upgrading from 11i to 12.1.3, when users try to access payslip from Employee Self Service, the page hangs and produces a blank page.  Even though the page is blank, a database session is running in the background which never completes. It occupies around 80% CPU utilization.

EXPECTED BEHAVIOR
-----------------------
Expect payslips to successfully open and in reasonable time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Employee Self Service
2. N: Payslips

Problem sql identified is:
