Workflow Background Process Hangs Until The Sales Order Form Is Closed

On : 12.1.3 version, Transaction Control

When the Workflow Background Process is run, if the user has a sales order opened and the order is already shipped and waiting the Workflow Background Process request, the request will hang until the user closes the sales order.

Expect the Workflow Background Process not to hang.

The issue can be reproduced at will with the following steps:
1. Ship a sales order so the order is waiting for the Workflow Background Process to process to next step.
2. Open the affected sales order in the application.
3. Run the Workflow Background Process.

The issue has the following business impact:
Sometimes the Workflow Background Process request run for more than 2 hours and all orders not transfer to AR invoices so the inventory module has been effected with sales but the finance impact delay until the Workflow Background Process request complete.
