Receving Transaction Processor Errors When Creating A New Locator- The value specified X is invalid. (COLUMN=LOCATOR) (Doc ID 1959165.1)

Symptoms

Item is setup with Locator Control=Dynamic Entry, specifying a new locator in Receiving Open Interface (ROI) causes an error in "Receiving Transaction Processor" concurrent program.
A new locator can be entered if Deliver transaction is entered on Forms.

Error Message
po_interface_errors.error_message = Error: The value specified XX.XX.XX is invalid. (COLUMN=LOCATOR)

Expected Behavior
When Locator Control=Dynamic Entry, a new locator can be specified
when performing Deliver action through ROI.

Steps to Reproduce
1. Setup Locator Control=Dynamic Entry
2. Create a Purchase Order (PO) and approve
3. Set data in ROI and specify a new locator in RCV_TRANSACTIONS_INTERFACE.LOCATOR
4. Run "Receiving Transaction Processor" concurrent program.
