Symptoms
A requirement to remove employee assignments for a grade under step 5 but the entries do not let user remove the employee records as they appear for certain assignment period for the same grade but do not exist now.
When deleting the grade Step 5 user is receiving an error message:

APP-PAY-07939:You cannot delete this step because employee assignments are using it as a special ceiling. First delete the special ceiling entries that use this grade step
